9.16.20 Composting is the natural process of recycling organic matter into a valuable fertilizer. Food scraps and yard waste currently make up more than 28% of what we throw away, which can be composted instead. Essential nutrients for plant growth are created through composting and then can be used as fertilizer. Some benefits of composting include reduced methane emissions, enriched soil, reduced need for chemical fertilizers, and increased production of beneficial bacteria. There are three main categories of materials to include in your compost; browns, greens, and water. Browns include dead leaves, branches, and twigs. Greens include grass clippings, vegetable waste, fruit scraps, and coffee grounds. Having the right balance of water, greens, and browns is important for compost development. The brown materials provide carbon and the green
materials provide nitrogen while the water provides moisture to help break down the organic matter. Some examples of what to compost include; fruits, vegetables, nut shells, coffee grounds, shredded newspaper, sawdust, leaves, and fireplace ashes. Discussion from Okaloosa County Public Safety: The system over the Bahamas now has a 40 percent chance of development over the next 5 days, and a tropical depression could form over the eastern Gulf early next week. The other disturbance currently over the north-central/northeast Gulf is expected to move off into the southwest Gulf over the next several days, and a 20% chance of development continues with this system. At this time, the only local impact we are expecting for our area will be increased rain chances through early next week. In the Atlantic, Paulette and Rene are expected to move further off to the north in the Atlantic. Additional tropical development is possible, actually with a medium to high chance, over the eastern and central tropical Atlantic. There is still too much variability in the model guidance to say much about any potential system that results from this additional development. We will continue to monitor this closely and provide updates as necessary.

Okaloosa County maintains franchise agreement with Waste Management for household trash, recyclables, and yard waste at curbside disposal in the unincorporated areas of the county. The areas that are covered by Okaloosa County are Bluewater Bay, parts of unincorporated Niceville, Okaloosa Island, Florosa, and unincorporated Fort Walton Beach. The pink and green areas on the map are where trash, recycling, and bulk waste are collected by the County's contractors.

Trends have been pushing Hurricane Laura West and confidence is gaining on that track. Currently we are out of the tropical storm force wind and heavy rainfall predictions. High surf and RIP currents are still a concern.
Satellite imagery shows that Laura has become a little better organized since it crossed western Cuba, and it now has a central dense overcast and some outer banding in the southern quadrant.
Discussion: The initial motion is west-northwestward or 290/14 kt. The hurricane is currently on the south side of a large-deep layer ridge over the southeastern United States, and it is moving toward a break in the ridge caused by mid- to -upper-level troughing over Texas and the southern Great Plains. The current and forecast synoptic pattern should steer Laura west-northwestward today followed by a turn toward the northwest tonight and toward the north by Wednesday night and Thursday. This will result in the hurricane making landfall in the area of southwestern Louisiana or the upper Texas coast late Wednesday night or Thursday morning. We'll continue to monitor.

8.21.20 Tropical Update! The 5pm update is in. The details of the long-range track and intensity forecasts remain more uncertain than usual for Tropical Storm Laura since it is forecast to move over portions of the Greater Antilles through Monday. Laura could, however impact the U.S. Gulf Coast by the middle of next week.
Tropical Depression Fourteen is expected to strengthen over the NW Caribbean Sea through Saturday and it could be near hurricane strength when it reaches the Yucatan Peninsula late Saturday. The system is expected to move into the south-central Gulf of Mexico as a Tropical storm on Sunday. It's still too soon to know the exact location and intensity of a U.S. landfall but areas the central and northwestern Gulf Coast should continue to monitor.

🌀 Invest 97 has developed into Tropical Depression 14 with a forecast track into the Texas/Louisiana area. We will monitor this system for changes.
🌀 No great changes to forecast track for Tropical Depression 13, for this model run but intensity forecast has been bumped up into the hurricane range. Again, many uncertainties with the forecast to include where the actual center develops and how much land interaction is has had.
💬 Emergency Management Discussion - The expectation, at this point, is that our area will see at least some level of impact from this system but as echoed by Meteorology on today's Florida Department of Emergency Management conference call, it’s still a bit too early to calculate local impacts. We're motoring and will provide updates.

Discussion from Public Safety: We have seen yet another day of falling positivity rates and case counts. Our weekly positivity (rolling 7-day) is down to 7.5% and for the first time in quite a while, our overall positivity rate (rolling since day 1) did not increase and remained static. Hospital numbers are still lingering in the high 40’s, with a continuing decline in ICU beds and ventilator usage.

8.13.20 COVID-19 Update August 13
Notes from Public Safety: We are encouraged to see another consecutive day of falling new resident cases and rolling 7-day positivity rates, but it's not the time to let your guard down. As we know from previous experience, we can expect to see this jump again from impacts of congregate gatherings and schools resume August 31. Bad news- we are likely to see a spike in pediatric cases. Good news- young, strong immune systems with fewer comorbidity should not produce as many poor outcomes comparatively. The concern will be the ability to isolate those individuals when sick (convincing a young person who doesn’t feel all that bad to stay home is not always easy) and not spread COVID to mom, dad, grandma and grandpa, teachers, etc.
We need to continue our vigilance with non-pharmaceutical interventions such as hand washing, physical distancing, staying home when sick, etc. As you know, the current recommended guidance from CDC, DOH and the BCC is to wear a face covering when in public places, especially when physical distancing can’t be accomplished. If you do chose to wear a mask, it’s important to understand that not all face coverings are created equal. If you’re going to do it, might as well do it right. Bandannas and gaiter-style neck fleece products are not very effective. N95 masks that have an exhalation valve are also not recommended as they allow direct transfer of exhaled breath via the valve (usually used for heat and moisture dissipation but not recommended for use in sterile environment). Two-layered pleated cotton masks and poly/cotton or polypropylene masks are better- almost as effective as the surgical masks, which are also widely available to the public and relatively inexpensive.

8.6.20 Okaloosa County Covid-19 Update for Thursday, August 6.
Discussion from Okaloosa County Public Safety: Note an elevated number of test results, positives and negatives, both at the state and county level. This is indicative of a large data dump. What is somewhat encouraging is that even with a state total of 92,131 results, the positivity rate was reported at 8.34%.
The last couple of times we had large data dumps of that magnitude, 7/23 with 92,744 results and 7/24 with 105,534 results, we had positivity rates of 13.36% and 11.48% respectively. At the local level we again had a large data dump with 1249 results reported.
Despite that increase in results we had a daily positivity of 10.6% and lowered our rolling 7-day positivity by 1.20% to 12%. 8.4.20 MORE PUBLIC BEACH COMING TO DESTIN! - Councilman Destin presented at the Okaloosa County BCC meeting today, about a proposed new "Gateway to Crystal Beach". The proposal was approved. The purchase would expand an existing beach access. Total cost is $10.6 million from the Tourist
Development Department, the balance of $6 million will be funded by the County. Closing will take place in 2021 and increase beach access for both locals and tourists to enjoy. The County and City of Destin will develop the property together. Check out the existing area and the proposed rendering.
